EU PPWR and the New Pet Product Packaging Rules

The EU Packaging and Packaging Waste Regulation (PPWR) entered into force in February 2025 and applies from August 2026, with rolling deadlines through 2030. If you sell pet products into the European Union, your current packaging is almost certainly non-compliant at one or more of those milestones. Here is the short version.

1. Why PPWR matters more than previous directives

Unlike the 1994 Packaging Directive, PPWR is a regulation — directly applicable across all 27 member states, no local transposition. One set of rules, one timeline, binding.

2. Key 2027–2030 requirements

  • Recyclability by design — harmonized assessment methodology.
  • Minimum recycled content — 10–35% depending on plastic packaging format, phased to 2030.
  • Reuse and refill targets for specific categories.
  • Source reduction — unnecessary plastic windows, double-wall boxes, oversized boxes restricted.
  • EPR fees modulated by recyclability; non-compliant packaging pays higher fees.

3. What this means for pet products specifically

  • Retail packaging of bowls, beds, carriers — shift to mono-material PE or PP films, or FSC kraft.
  • Blister packs — avoid PVC, minimize plastic area, use rPET where necessary.
  • E-commerce mailers — mono-PE with ≥30% PCR by 2030.
  • Harness / collar hang tags — FSC kraft + soy ink.
  • Smart product boxes — replace EPE foam with moulded pulp or corrugated honeycomb.
  • Multi-pack plastic rings — banned.

4. What factories must adjust

  • Re-specify packaging BOM across the entire SKU catalog.
  • Renegotiate film suppliers — many Chinese vendors still learning mono-material rules.
  • Source FSC-certified paper across the full range.
  • Add EPR fee modeling to DDP quotes.
  • Print EPR IDs and member-state recycling marks on every carton.
